1. A computer implemented method comprising:
a server processing patient medical records to extract patient medical data pertaining to a patient;
the server creating a patient webpage specific to the patient, the patient webpage comprising the patient medical data;
providing a patient identification card to the patient, the patient identification card having an internet URL corresponding to the patient webpage;
the patient presenting to a doctor who is not a primary treating doctor for medical treatment;
a mobile electronic device receiving the URL;
the mobile electronic device querying the server to retrieve the patient webpage; and
the server transmitting the patient webpage to the mobile electronic device.
2. The method of claim 1, wherein the method more specifically comprises the server creating a patient database record with the patient medical data, and the server creating the patient webpage from the patient database record.
3. The method of claim 1, wherein the patient webpage comprises a patient diagnosis of a medical condition and patient clinical data pertaining to the condition.
4. The method if claim 1, wherein the URL is encoded in a machine readable code, the machine readable code is displayed on the patient identification card, and the method more specifically comprises the mobile electronic device capturing the machine readable code.
5. The method of claim 1, wherein the webpage contains links to treatment protocols for the patient diagnosis.
6. The method of claim 1, wherein the patient identification card contains contact information for a primary treating doctor and hospital
7. A computer implemented method comprising:
a server retrieving patient medical records pertaining to a patient;
the server processing the patient medical records to extract patient medical data pertaining to the patient;
the server creating a patient webpage specific to the patient, the patient webpage comprising the patient medical data;
providing a patient identification card to the patient, the patient identification card having an internet URL corresponding to the patient webpage;
the server, receiving from a computer, a request to view the internet URL; and
the server transmitting the patient webpage to the computer.
8. The method of claim 7, wherein the method further comprises the server processing new medical records daily to update the patient webpage.
9. The method of claim 7, wherein the medical data comprises information regarding treatment of the patient for a particular medical diagnosis.
10. The method of claim 7, wherein the method comprises verifying that the patient is in possession of the patient identification card before transmitting the patient webpage to the computer.
11. The method of claim 7, wherein the method comprises verifying that a doctor is in possession of the computer before transmitting the patient webpage to the computer.
12. The method of claim 11, wherein the doctor is not a primary treating doctor for the patient.
13. The method of claim 7, wherein the patient medical data provides guidance for ongoing care of a medical condition which is rare, complex, or chronic.
14. The method of claim 7, wherein the patient webpage is periodically updated during a day to contain contact information for an on-call doctor at a hospital primarily responsible for treating the patient.
15. The method of claim 7, wherein the patient identification card contains a fingerprint reader programmed to verify that the patient is in possession of the patient identification card.
16. A computer system comprising:
a server;
a patient data module programmed to:
receive, at the server, patient medical records pertaining to a patient;
process the patient medical records to extract patient medical data pertaining to the patient;
create a patient webpage specific to the patient, the patient webpage comprising the patient medical data;
store the patient webpage;

a patient identification card provided to the patient, the patient identification card having an internet URL corresponding to the patient webpage encoded within a machine readable code;
wherein the patient data module is further programmed to:
receive, from a computer, a request to view the internet URL; and
transmit the patient webpage to the computer.
17. The system of claim 16, wherein the patient medical records are from a hospital treating the patient for a medical condition, and wherein the patient medical data comprises information to facilitate ongoing treatment of the patient related to the particular medical condition by a doctor who is not a primary treating doctor for the patient.
18. The system of claim 16, wherein the patient medical records are associated with a rare, complex, or chronic medical condition, and wherein the patient webpage contains links to care protocols for the medical condition.
19. The system of claim 16, wherein the patient identification card comprises an embedded fingerprint scanner and a processor configured to analyze a fingerprint and return a pin number if the fingerprint is from the patient, and wherein the pin number is required to access the patient webpage.
20. The system of claim 16, wherein the patient data module is programmed to save patient medical data as a database entry associated with the patient and periodically export the patient webpage to update the patient medical data.

1. A method of differentiating an unexposed planographic printing plate from an exposed planographic printing plate by means of making a planographic printing plate comprising a substrate having thereon one or more layers of aluminum oxide, and one or more layers of radiation-sensitive titanium dioxide coated thereon and excluding an organic hydrophobic material or a binder within or above a radiation-sensitive layer, the method comprising depositing at least the one or more layers of titanium dioxide by vapour deposition and exposing the one or more layers to radiation without that exposure causing an ablative effect.
2. The method according to claim 1 wherein the titanium dioxide is deposited as one or more layers by atomic layer deposition.
3. The method according to claim 2 whereby the atomic layer deposition process takes place at atmospheric pressure.
4. The method according to claim 1 whereby the process takes place at a temperature from 20\xb0 C. to 300\xb0 C.
5. The method according to claim 1 wherein the aluminum oxide is deposited as one or more layers by vapour deposition.
6. The method according to claim 5 wherein the aluminum oxide is deposited as one or more layers by atomic layer deposition.
7. The method according to claim 1 wherein the substrate is aluminum that has been grained and anodized.
8. The method according to claim 1 where the titanium dioxide is prepared from a titanium tetrachloride precursor.
9. The method according to claim 1 wherein the titanium dioxide is less than 100 nm thick.
10. The method according to claim 9 wherein the titanium dioxide layer is less than 25 nm thick.
11. The method according to claim 1 wherein the substrate is polyethylene terephthalate, polyethylene naphthalate, polyimide, paper, flexible glass, or a composite thereof.
