1. One or more computer-readable storage media storing computer-useable instructions that, when used by one or more computing devices, causes the one or more computing devices to perform a method for targeted restriction of electronic offer redemption, the method comprising:
receiving a request from a first user to view an electronic offer;
determining whether the first user satisfies at least one consumer targeting parameter;
determining whether fulfilling the request violates an offer detail associated with the electronic offer;
upon determining that the first user satisfies at least one consumer targeting parameter and that fulfilling the request does not violate an offer detail associated with the electronic offer, associating a pseudo-anonymous identifier with the electronic offer, the pseudo-anonymous identifier associating the electronic offer with the first user; and
serving the electronic offer having the pseudo-anonymous identifier associated therewith to a computing device associated with the first user.
2. The one or more computer-readable media of claim 1, wherein the method further comprises:
receiving a request from the first user to redeem the electronic offer; and
presenting an image of the electronic offer having the pseudo-anonymous identifier associated therewith on a display screen associated with the computing device.
3. The one or more computer-readable media of claim 2, wherein the method further comprises storing information associated with the electronic offer in an offer storage location associated with the first user.
4. The one or more computer-readable media of claim 3, wherein the method further comprises:
receiving a view request from the first user to view information associated with the electronic offer;
querying the offer storage location associated with the first user for the information for which viewing was requested; and
presenting the information associated with the electronic offer on the display screen associated with the computing device.
5. The one or more computer-readable media of claim 4, wherein the method further comprises:
receiving an expanded information request from the first user regarding the electronic offer presented on the display screen; and
presenting an expanded image of the electronic offer having the pseudo-anonymous identifier associated therewith on the display screen, wherein the expanded image contains more information than the first image of the electronic offer andor comprises a larger image than the first image.
6. The one or more computer-readable media of claim 1, wherein the method further comprises:
receiving a request from the first user to store the electronic offer; and
presenting an acknowledgement indicating that the electronic offer has been stored to an offer storage location associated with the first user.
7. The one or more computer-readable media of claim 6, wherein the method further comprises:
receiving a view request from the first user to view information associated with the electronic offer;
querying the offer storage location associated with the first user for the information for which viewing was requested; and
presenting the information associated with the electronic offer on a display screen associated with the computing device.
8. The one or more computer-readable media of claim 7, wherein the method further comprises:
receiving a redemption request from the first user to redeem the electronic offer presented on the display screen; and
presenting an image of the electronic offer having the pseudo-anonymous identifier associated therewith on the display screen.
9. The one or more computer-readable media of claim 1, wherein the offer detail includes one or more of an expiration date for the electronic offer, an expiration time for the electronic offer, a maximum number of the electronic offer to be served to any user, and a maximum number of the electronic offer to be served to the first user.
10. The one or more computer-readable media of claim 1, wherein the consumer targeting parameter includes a location of the first user when the request to view the electronic offer is received.
11. The one or more computer-readable media of claim 1, wherein the method further comprises receiving information regarding how the electronic offer was received by the first user.
12. The one or more computer-readable media of claim 11, wherein the pseudo-anonymous identifier further associates the electronic offer with the information regarding how the electronic offer was received by the first user.
13. The one or more computer-readable media of claim 1, wherein the offer detail includes an identity of at least one person or entity from whom distribution of the electronic offer is not permitted.
14. One or more computer-readable media storing computer-useable instructions that, when used by one or more computing devices, causes the one or more computing devices to perform a method for targeted restriction of electronic offer redemption, the method comprising:
receiving information from an advertising entity, the information being associated with an advertising campaign, the advertising campaign including at least one offer, and the at least one offer having one or more offer details associated therewith;
activating the advertising campaign in accordance with the one or more offer details;
while the advertising campaign is active, providing to the advertising entity information associated with at least one success metric of the advertising campaign;
while the advertising campaign is active, receiving a change to at least one of the one or more offer details associated with the advertising campaign to create a modified advertising campaign;
terminating the advertising campaign; and
activating the modified advertising campaign.
15. The one or more computer-readable media of claim 14, wherein the at least one offer includes a coupon.
16. The one or more computer-readable media of claim 14, wherein the one or more offer details includes one or more of an expiration date for the at least one offer, an expiration time for the at least one offer, a maximum number of the at least one offer to be served to any user and a maximum number of the at least one offer to be served to a particular user.
17. The one or more computer-readable media of claim 14, wherein the advertising campaign further includes at least one consumer targeting parameter.
18. The one or more computer-readable media of claim 17, wherein the consumer targeting parameter includes a location of a consumer when the at least one offer is served to that consumer.
19. A method for targeted restriction of electronic coupon redemption, the method comprising:
receiving a request from a first user to view an electronic coupon associated with an advertisement;
receiving information regarding how the advertisement was received by the first user;
determining, utilizing a first computing process, whether the first user satisfies at least one consumer targeting parameter associated with the electronic coupon;
determining, utilizing a second computing process, whether fulfilling the request violates an offer detail associated with the electronic coupon;
upon determining that the first user satisfies at least one consumer targeting parameter associated with the electronic coupon and that fulfilling the request does not violate an offer detail associated with the electronic coupon, associating, utilizing a third computing process, a pseudo-anonymous identifier with the advertisement, the pseudo-anonymous identifier associating the electronic coupon with the first user and the information regarding how the electronic coupon was received by the first user; and
presenting at least a preview of the electronic coupon,
wherein the first, second and third computing processes is performed by one or more computing devices.
20. The method of claim 19, wherein the consumer targeting parameter includes a location of the first user when the request to view the electronic coupon is received.

a support structure having an elongate opening formed therein and configured for placement around a damaged region of a nerve; and
a physiologically acceptable matrix composition in said opening, said matrix composition comprising a keratin.
2. The device of claim 1, wherein said keratin comprises alpha keratose.
3. The device of claim 1, wherein said keratin comprises acidic alpha keratose.
4. The device of claim 1, wherein said matrix composition further comprises a nerve growth factor.
5. The device of claim 4, wherein said nerve growth factor is provided in a concentration of 1-100 ngmL of said matrix composition.
6. The device of claim 1, wherein said support structure is formed from a bioabsorbable material.
7. The device of claim 1, wherein said support structure is formed from an inert polymeric material.
8. The device of claim 1, further comprising one or more electrodes operatively associated with said support structure.
9. The device of claim 1, wherein said keratin is provided in a concentration from 0.01 mgmL to 10 mgmL.
10. A method for promoting the growth of a nerve in a mammal, comprising:
encasing a damaged region of said nerve in a support structure having an elongate opening therein; and
administering a physiologically acceptable matrix composition into said opening, said matrix composition comprising a keratin, in an amount effective to promote the growth of said nerve at said damaged region.
11. The method of claim 10, wherein said damaged region of said nerve is a crushed region.
12. The method of claim 10, wherein said damaged region of said nerve is a severed region having proximal and distal stumps, and said encasing step is carried out by placing the proximal and distal stumps of said nerve in said support structure.
13. The method of claim 10, wherein said nerve is a peripheral nerve selected from the group consisting of sensory-somatic nerves and autonomic nerves.
14. The method of claim 10, wherein said keratin comprises alpha keratose.
15. The method of claim 10, wherein said keratin comprises acidic alpha keratose.
16. The method of claim 10, wherein said matrix composition further comprises a nerve growth factor.
17. The method of claim 16, wherein said nerve growth factor is provided in a concentration of 1-100 ngmL of said matrix composition.
18. The method of claim 10, wherein said support structure is formed from a bioabsorbable material.
19. The method of claim 10, wherein said support structure is formed from an inert polymeric material.
20. The method of claim 10, wherein said support structure further comprises one or more electrodes operatively associated with said support structure.
21. The method of claim 10, wherein said keratin is provided in a concentration from 0.01 mgmL to 10 mgmL.
22. A kit comprising:
(a) a support structure having an elongate opening formed therein and configured for placement around a damaged region of a nerve;
(b) a container, wherein said support structure is packaged in said container sterile form; and
(c) a physiologically acceptable matrix composition, wherein said matrix composition is sterile, and wherein said matrix composition comprises a keratin.
23. The kit of claim 22, wherein said matrix composition is packaged separately from said support structure, and wherein said matrix composition is provided in hydrated or dehydrated form.

a propagation distance estimating section that estimates a propagation distance from a communicating party station based on a signal transmitted from the communicating party station;
a selecting section that selects a random access channel format of a frame length supporting the estimated propagation distance, from a plurality of random access channel formats of frame lengths supporting propagation distances;
a transmitting section that transmits a random access channel frame using the selected random access channel format; and
an arrangement section that arranges a plurality of items of information in the selected random access channel format, according to the frame length of the selected random access channel format, in descending order of levels of priority assigned respectively to the plurality of items of information, wherein:
the arrangement section arranges only an item of information of a highest level of priority in a random access channel format of a shortest frame length from among the plurality of random access channel formats.
2. The radio transmitting apparatus according to claim 1, wherein the arrangement section arranges identification information that identifies the radio transmitting apparatus and known information as the item of information of the highest level of priority.
3. The radio transmitting apparatus according to claim 1, wherein the arrangement section arranges access request information and resource allocation request information as information of a second highest level of priority.
4. The radio transmitting apparatus according to claim 1, further comprising a coding section that individually performs coding for every item of information assigned a level of priority.
5. The radio transmitting apparatus according to claim 4, wherein the arrangement section arranges the item of information of the highest level of priority again in a final area in a random access channel format of a longest frame length from among the plurality of random access channel formats.
6. The radio transmitting apparatus according to claim 4, further comprising a storing section that stores a type of information to be arranged next to the information of the highest level of priority, in association with an indicator showing the type,
wherein the arrangement section includes in the information of the highest level of priority the indicator according to the type of the information to be arranged next to the information of the highest level of priority.

The radio transmitting apparatus according to claim 1, further comprising a cyclic prefix attaching section that sets a cyclic prefix length, for every item of information assigned a priority level and arranged in the selected random access channel format, matching a maximum propagation delay time based on the frame length, and attaches the cyclic prefix length of the set length to every one of the items of information.
8. A radio transmitting method comprising:
estimating a propagation distance from a communicating party station based on a signal transmitted from the communicating party station;
selecting a random access channel format of a frame length supporting the estimated propagation distance, from a plurality of random access channel formats of frame lengths supporting propagation distances;
transmitting a random access channel frame using the selected random access channel format; and
arranging a plurality of items of information in the selected random access channel format, according to the frame length of the selected random access channel format, in descending order of levels of priority assigned respectively to the plurality of items of information, wherein:
only an item of information of a highest level of priority is arranged in a random access channel format of a shortest frame length from among the plurality of random access channel formats.
