1. A method comprising:
receiving a number representing a previously agreed-to amount for a transaction;
receiving a transaction clearing request for a transaction;
determining, using a server computer, if a clearing amount of the transaction clearing request is different from the number; and
denying the transaction clearing request based on a determination that the clearing amount is less than the agreed-to amount.
2. The method of claim 1 wherein agreed-to amount is a contracted amount.
3. The method of claim 2 wherein the contracted amount is between two businesses such that the transaction is a business-to-business transaction.
4. The method of claim 3 wherein the transaction clearing request is from a hotel and the contract is between the hotel and a travel reservation service.
5. The method of claim 1 further comprising:
receiving a second transaction clearing request for the transaction;
determining if a clearing amount of the second transaction clearing request is different from the number; and
allowing the second transaction clearing request based on a determination that the clearing amount of the second transaction clearing request is within a tolerance of the agreed-to amount.
6. The method of claim 5 wherein the tolerance is plus and minus zero, thereby requiring the transaction clearing amount to be equal to the agree-to amount.
7. The method of claim 1 further comprising wherein the transaction clearing request includes a one-time-use account number.
8. The method of claim 1 wherein the transaction is denied without passing a portion of the transaction clearing request to an issuer.
9. The method of claim 1 wherein the operations are performed in the order shown.
10. The method of claim 1 wherein each operation is performed by the processor operatively coupled to a memory.
11. A machine-readable tangible storage medium embodying information indicative of instructions for causing one or more machines to perform the operations of claim 1.
12. A computer system executing instructions in a computer program, the computer program instructions comprising program code for performing the operations of claim 1.
13. A machine-readable storable medium embodying information indicative of instructions for causing one or more machines to perform operations, the operations comprising:
receiving a number representing a previously agreed-to amount for a transaction;
receiving a transaction clearing request for a transaction;
determining if a clearing amount of the transaction clearing request is different from the number; and
denying the transaction clearing request based on a determination that the transaction clearing amount is less than the agreed-to amount.
14. A computer system executing instructions in a computer program, the computer program instructions comprising:
program code for receiving a number representing a previously agreed-to amount for a transaction;
program code for receiving a transaction clearing request for a transaction;
program code for determining, using a server computer, if a clearing amount of the transaction clearing request is different from the number; and
program code for denying the transaction clearing request based on a determination that the transaction clearing amount is less than the agreed-to amount.

1. A communication system comprising:
at least one central station;
a plurality of substations connected to the at least one central station;
a plurality of communication devices capable of communicating with at least one of the plurality of substations;
a subscriber database including a third party available portion, the database including subscriber profiles;
an advertising database; and
a mechanism for prioritizing advertisements for forwarding to communication devices based on the subscriber profile of at least one subscriber.
2. A communication system of claim 1 wherein the plurality of substations is cells and the communication devices are cellular telephones.
3. A communication system of claim 2 wherein each, cell corresponds to a geographic area and has a cell transceiver in communication with the central station and the cellular telephone.
4. A communication system of claim 1 further comprising an opportunity notification technology system which controls the subscriber database, the advertising databases; and the mechanism for prioritizing advertisements.
5. A communication system of claim 4 wherein, the opportunity notification system updates the profiles of the subscribers in real time and has a predictive index to suggest future buying habits.
