1. In a mobile wireless device, a method for reporting information about signal strength of neighbor cells within a wireless communication environment, said method comprising:
receiving a current first type information message from a base station or eNB within a second cell following a handoff of communication occurring on the mobile wireless device from a first cell to the second cell;
determining whether a current second type information message is received from the base station or eNB; and
in response to the current first type information message being received from the base station or eNB and said determining of whether a current second type information message is received, generating and transmitting a measurement report to the base station or eNB;
wherein, the measurement report is a first type measurement report if is determined that a current second type information is received, and is a second type measurement report if it is determined that a current second type information message is not received, the first type measurement report being based on information received from the current first type information message and the received current second type information message, and the second type measurement report being based on information received from the current first type information message and a previously-received second type information message.
2. The method of claim 1, wherein said determining further comprises:
tracking an elapsed time from a receipt of the current first type information signal without receiving a current second type information message;
determining that the elapsed time exceeds a preset signaling period; and
determining that a current second type information message is not received based on said determining that the elapsed time exceeds the preset signaling period.
3. The method of claim 1, further comprising:
receiving via the current first type information message a first neighbor list or a broadcast control channel (BCCH) Allocation (BA) list; and
forwarding to the base station or eNB, at a preset reporting period, the measurement report of signal strength measurement results for neighboring cells identified by the current first type information message and either a previously-received second type information message or a currently-received second type information message.
4. The method of claim 3, wherein said receiving via the current first type information includes receiving the first neighbor list and the method further comprises:
in response to determining that a current second type information message is not received, automatically generating a second neighbor list utilizing the first neighbor list and information retrieved from the previously-received second type information message; or
in response to receiving the current second type information message, automatically generating the second neighbor list utilizing the first neighbor list and another neighbor list received within the current second type information message.
5. The method of claim 1, wherein:
said second measurement report is provided in response to a failure of said wireless device to receive the current second information message at a preset interval following a corresponding signaling period; and
the preset interval expires upon receipt of the current first information message or expiration of a threshold waiting period relative to receipt of the current first information message.
6. The method of claim 1, wherein the first type and second type information messages include a measurement information message; a system information message; or an extended measurement information message.
7. The method of claim 1, further comprising:
receiving the first type information message and the second type information message via slow associated control channels (SACCH);
creating the second type measurement report using a current neighbor list or a broadcast control channel (BCCH) Allocation (BA) list from the current first type information message and one or more parameters from a previously-received second type information message, wherein the one or more parameters include a network color code (NCC) NCC_Permitted parameter or a BA sequence number (BA_IND) parameter; and
transmitting the second type measurement report via a slow associated control channel (SACCH).
8. The method of claim 1, wherein the current first type information message is a Sys5 (SI5) message and both the current second type information message and the previously-received second type information message are Sys6 (SI6) messages.
9. A wireless device comprising:
a processor;
a memory device coupled to the processor and having instructions that, when executed on the processor, causes the wireless device to:
receive a current first type information message from a base station or eNB within a second cell following a handoff of communication occurring on the mobile wireless device from a first cell to the second cell;
determine whether a current second type information message is received;
in response to the current first type information message being received from the base station or eNB and said determining of whether a current second type information message is received, generating and transmitting a measurement report to the base station or eNB;
wherein, the measurement report is a first type measurement report if is determined that a current second type information is received, and is a second type measurement report if it is determined that a current second type information message is not received, the first type measurement report is based on information received from the current first type information message and the received current second type information message, and the second type measurement report is based on information received from the current first type information message and a previously-received second type information message.
10. The wireless device of claim 9, wherein the instructions, when executed, further causes the wireless device to:
track an elapsed time from one of: an entry of the wireless mobile device into the second cell; a receipt of the current first type information signal; a previous receipt of a previous second type information signal; and in response to the elapsed time exceeding a pre-established maximum time during which the current second type information signal is expected to be received before an ongoing communication is dropped by the wireless mobile device, triggering the generating and transmitting of the second type measurement report; wherein the elapsed time exceeding the pre-established maximum time indicates that the wireless device has failed to decode the received data which contained the current second type information message.
11. The wireless device of claim 10, wherein the instructions, when executed, further causes the wireless device to:
receive via the current first type information message a first neighbor list or a broadcast control channel (BCCH) Allocation (BA) list; and
forward to the base station or eNB, at a preset reporting period, the measurement report of signal strength measurement results for neighboring cells identified by the current first type information message and either a previously-received second type information message or a currently-received second type information message.
12. The wireless device of claim 11, wherein the instructions, when executed, further causes the wireless device to:
in response to detecting that the current second type information message is not received, automatically generate a second neighbor list utilizing the first neighbor list and information retrieved from the previously-received second type information message; and
in response to receiving the current second type information message, automatically generate the second neighbor list utilizing the first neighbor list and another neighbor list received within the current second type information message.
13. The wireless device of claim 9, wherein: said second measurement report is provided in response to a failure of said wireless device to receive the current second information message at a preset interval following a corresponding signaling period; and the preset interval expires upon receipt of the current first information message or expiration of a threshold waiting period relative to receipt of the current first information message.
14. The wireless device of claim 9, wherein the first type and second type information messages include a measurement information message; a system information message; or an extended measurement information message.
15. The wireless device of claim 9, wherein the instructions, when executed, further cause the wireless device to:
receive the first type information message and the second type information message via slow associated control channels (SACCH);
create the second type measurement report using a current neighbor list or a broadcast control channel (BCCH) Allocation (BA) list from the current first type information message and one or more parameters from a previously received second type information message, wherein the one or more parameters include a network color code (NCC) NCC_Permitted parameter from a previously-received second type information message or a BA sequence number (BA_IND) parameter; and
transmit the second type measurement report via slow associated control channel (SACCH).
16. The wireless device of claim 9, wherein the current first type information message is a Sys5 (SI5) message and both the current second type information message and the previously-received second type information message are Sys6 (SI6) messages.

1. A vessel for observing a chemical substance, comprising:
a base portion;
an optically transmissive wall portion projecting away from the base portion, the base portion and the wall portion defining an interface region at an interface between the base portion and the wall portion, the base portion and the wall portion defining an exterior region and an interior region, the interior region being configured to contain the chemical substance and having an opening through which the chemical substance can pass; and
a background material having a first surface and a second surface facing opposite from the first surface, the first surface of the background material being fixedly attached to the base portion andor the interface region, the first surface of the background material being visible through the wall portion from the exterior region.
2. The vessel of claim 1 wherein the background material includes a paint layer, further wherein the first surface of the background material is defined by a first surface of the paint layer and the second surface of the background material is defined by the second surface of the paint layer.
3. The vessel of claim 1 wherein the base portion andor the interface region have an inner surface defining the interior region and an outer surface defining the exterior region, and further wherein the background material is disposed between the inner and outer surfaces.
4. The vessel of claim 1 wherein the base portion, the wall portion and the interface region are integrally formed with each other.
5. The vessel of claim 1 wherein the base portion and the wall portion each have an inner surface defining the interior region and an outer surface defining the exterior region with the first surface of the background material disposed adjacent to the outer surface of the wall portion andor the interface region, and further wherein the vessel further comprises a protective layer adjacent to the second surface of the background material.
6. The vessel of claim 1 wherein the background material has a single hue.
7. The vessel of claim 1 wherein the background material is opaque.

a base portion having an outer surface and an inner surface;
an optically transmissive wall portion projecting away from the base portion and having an inner surface and an outer surface, the outer surfaces of the base portion and the wall portion defining an exterior region, the inner surfaces of the base portion and the wall portion defining an interior region, the interior region being configured to contain the chemical substance and having an opening configured to removably receive the chemical substance; and
a background material having a first surface and a second surface facing away from the first surface, the background material being positioned between the inner and outer surfaces of at least one of the base portion and the wall portion, the first surface of the background material being visible through the wall portion from the exterior region.
19. The vessel of claim 18 wherein the background material has a single hue.
20. The vessel of claim 18 wherein a first portion of the background material has a first hue and a second portion of the background material has a second hue different than the first hue.
21. The vessel of claim 18 wherein at least a portion of the background material is white.
22. The vessel of claim 18 wherein the background material covers at least approximately the entire base portion.
23. The vessel of claim 18 wherein the background material extends over at least part of both the base portion and the wall portion.

a background material having a first surface and a second surface facing opposite from the first surface, the first surface of the background material being fixedly attached to the base portion andor the interface region, the first surface of the background material further including a first colored region having a first color and a second colored region having a second color different than the first color, the first surface of the background material being visible through the wall portion from the exterior region.
28. The vessel of claim 27 wherein the base portion andor the interface region have an inner surface defining the interior region and an outer surface defining the exterior region, and further wherein the background material is disposed between the inner and outer surfaces.
29. The vessel of claim 27 wherein the background material includes a paint layer, further wherein the first surface of the background material is defined by a first surface of the paint layer and the second surface of the background material is defined by the second surface of the paint layer.
30. The vessel of claim 27 wherein the first color corresponds to a first pH value and the second color corresponds to a second pH value.
31. The vessel of claim 27 wherein the background material covers at least approximately the entire base.

35. A vessel for observing liquid chemical substances, comprising:
a generally circular base portion having an internal surface, an external surface and a generally transparent medium between the internal and external surfaces;
an optically transmissive wall portion projecting away from the base portion, the wall portion having a generally conical lower region and a generally cylindrical upper region, the base portion and the wall portion defining an exterior region and an interior region, the interior region being configured to contain the chemical substance and having an opening configured to removably receive the chemical substance; and
an opaque white pigment layer having a first surface facing toward the base portion and a second surface facing away from the first surface, the first surface of the pigment layer being fixedly attached to the external surface of the base portion to cover approximately the entire external surface, the first surface being visible from the exterior region through the generally transparent medium of the base and through the wall portion.
36. The vessel of claim 35 wherein the pigment layer covers at least part of the wall portion.
37. A method for visually monitoring a chemical substance, comprising:
disposing the chemical substance in a vessel that includes a base portion, a wall portion extending away from the base portion and having at least one transparent region, and an interface region at an interface between the wall portion and the base portion;
positioning the chemical substance at least proximate to a background material fixedly attached to the vessel with the background material covering at least part of the base portion andor at least part of the interface region;
moving the vessel and the background material as a unit; and
viewing the chemical substance and the background material simultaneously through the at least one transparent region of the wall portion.
38. The method of claim 37 wherein the base portion, the wall portion and the interface region define an inner surface and an outer surface and the background material is positioned adjacent to the outer surface, further wherein viewing the chemical substance and the background material simultaneously includes viewing the background material through the inner and outer surfaces.
39. The method of claim 37 wherein the base portion, the wall portion and the interface region are formed from a medium having an inner surface and an outer surface, and wherein the background material is positioned between the inner and outer surfaces, further wherein viewing the chemical substance and the background material simultaneously includes viewing the background material through the inner surface of the medium and through a part of the medium between the inner surface and the background material.
40. The method of claim 37 wherein moving the vessel and the background material as a unit includes grasping the vessel without separately grasping the background material.
41. The method of claim 37 wherein viewing the chemical substance and the background material simultaneously includes viewing a first hue of the background material and a second hue of the background material different than the first hue.
42. The method of claim 37 wherein viewing the chemical substance and the background material simultaneously includes viewing a white portion of the background material.
43. The method of claim 37 wherein simultaneously viewing the chemical substance and the background material includes viewing a black portion of the background material.
44. The method of claim 37 wherein the background material covers part of the base portion, and wherein the method includes viewing the chemical substance against the part of the base portion.
45. The method of claim 37 wherein the background material extends over at least a first part of the base portion and a second part of the wall portion, and wherein the method further comprises viewing the chemical substance against both the first and second parts.
46. The method of claim 37, further comprising:
disposing a chemical indicator in the vessel;
disposing a titrating substance in the vessel;
stirring the contents of the vessel; and
detecting an equivalence point of the contents of the vessel by viewing the chemical substance through the vessel wall while the chemical substance is positioned adjacent to the background material and determining an amount of the titrating substance added to the vessel when the contents of the vessel changes from a first color to a second color.
47. The method of claim 37 wherein viewing the chemical substance includes viewing a liquid chemical substance.
48. The method of claim 37 wherein viewing the chemical substance includes viewing a liquid portion of the chemical substance and viewing a solid precipitate of the chemical substance.
49. A method for visually monitoring a chemical substance, comprising:
disposing the chemical substance in a vessel having a base portion, a wall portion extending away from the base portion and having at least one transparent region, and an interface region at an interface between the wall portion and the base portion;
positioning the chemical substance at least proximate to a background material fixedly attached to the vessel with the background material covering at least part of the base portion, andor at least part of the interface region, the background material having a first region with a first hue and a second region with a second hue different than the first hue;
moving the vessel and the background material as a unit; and
viewing the chemical substance and the background material simultaneously through the at least one transparent portion of the wall portion while the chemical substance is positioned adjacent to the first and second regions of the background material.
50. The method of claim 49 wherein the base portion, the wall portion and the interface region are defined by a medium having an inner surface and an outer surface, further wherein the background material is positioned adjacent to the outer surface of the medium, still further wherein viewing the chemical substance and the background material simultaneously includes viewing the background material through the inner and outer surfaces of the medium.
51. The method of claim 49 wherein the base portion, the wall portion and the interface region are defined by a medium having an inner surface and an outer surface, further wherein the background material is positioned between the inner and outer surfaces, still further wherein viewing the chemical substance and the background material simultaneously includes viewing the background material through the inner surface and through a part of the medium between the background material and the inner surface.
52. The method of claim 49, further comprising comparing a color of the chemical substance to at least one of the first hue and the second hue.
53. The method of claim 49 wherein the background material includes a first part extending over at least part of the wall portion and a second part extending over at least part of the base portion, and wherein the method further comprises viewing the chemical substance against both the first and second parts of the background material.
54. A method for titrating a liquid chemical substance, comprising:
disposing the liquid chemical substance and an indicator in a vessel having a base portion and a generally transparent wall portion extending away from the base portion;
positioning the liquid chemical substance adjacent to an opaque background material fixedly attached to the base portion with the opaque background material covering at least approximately the entire base portion;
moving the vessel and the background material as a unit and without moving the background material relative to the vessel;
disposing a titrating agent in the vessel;
stirring the contents of the vessel; and
detecting an equivalence point of the contents of the vessel by viewing the chemical substance through the wall portion while the chemical substance is positioned adjacent to the opaque background material and determining an amount of the titrating agent added to the vessel when the contents of the vessel changes from a first color to a second color different than the first color.
55. The method of claim 54 wherein the background material extends over a portion of the vessel wall, and wherein the method further comprises viewing the chemical substance against both the portion of the background material extending over the vessel base and the portion of the background material extending over the vessel wall.
56. A method for forming a vessel for observing a chemical substance, comprising:
forming a base portion of the vessel;
forming an at least partially transparent wall portion depending from and extending away from the base portion, the base portion and the wall portion defining an interface region at an interface between the base portion and the wall portion, the base portion and the wall portion defining an exterior region and an interior region, the interior region being configured to contain the chemical substance and having an opening configured to removably receive the chemical substance; and
fixedly applying a background material to the base portion andor to the interface region, the background material having a surface visible through the wall portion from the exterior region.
57. The method of claim 56, further comprising dipping the base portion andor the wall portion in a reservoir of liquid background material.
58. The method of claim 56 further comprising spraying a liquid background material on the base portion and the wall portion.
59. The method of claim 56, further comprising integrally forming the base portion and the wall portion with each other.
60. The method of claim 56 wherein the base portion andor the interface region have an inner surface defining the interior region and an outer surface defining the exterior region, and wherein the method further comprises disposing the background material between the inner and outer surfaces.
61. The method of claim 56 wherein the base portion and the interface region have an inner surface defining the interior region and an outer surface defining the exterior region, and wherein the method further comprises disposing the background material adjacent to the outer surface of the base portion andor the interface region.
62. The method of claim 56, further comprising disposing a protective coating adjacent to the background material with the background material positioned between the protective coating and a surface of at least one of the base portion and the interface region.
63. The method of claim 56, further comprising selecting the background material to have a single hue.
64. The method of claim 56, further comprising selecting the background material to be opaque.
65. The method of claim 56, further comprising selecting the background material to include a first portion having a first hue and a second portion having a second hue different than the first hue.
66. The method of claim 56, further comprising selecting at least a portion of the background material to be white.
67. The method of claim 56, further comprising selecting at least a portion of the background material to be black.
68. The method of claim 56, further comprising covering at least approximately the entire base portion with the background material.
69. The method of claim 56, further comprising covering at least part of both the base portion and the wall portion with the background material.
70. The method of claim 56, further comprising adhesively bonding the background material to the base portion andor the interface region.
71. The method of claim 56, further comprising selecting the background material to have an elongated strip shape.
72. The method of claim 56, further comprising selecting a perimeter of the background material on the wall portion to have an elliptical shape.
