What is claimed is:
1. A Document Image Segmentation method for matching a plurality of templates with a received image from an image source wherein said received image being bitmap data including at least a plurality of gray-scale pixel tiles that define said image, said matching method comprising the steps of:
receiving said image data so as to extract pixel tile information of said received image wherein said pixel tile information being of a predetermined matrix size;
matching loosely said pixel tile information with at least one of a plurality of templates so as to generate pixel-wise looseness interval values there between wherein looseness intervals are used to determine a match; and
outputting an identifier associated with the matching template such that said identifier indicates a classification wherein said classification is used to guide an image processing operation.
2. A method as in claim 1 wherein said classification is based on at least one of continuous tone pictorials, text, half tones, highlow frequency halftone range, line art graphics, and uniform graphics.
3. A method as in claim 1 wherein said classification contains information about the image source.
4. A method as in claim 1 wherein said gray scale pixel information is utilized from various color separations or image layers.
5. A method as in claim 1 wherein said templates are designed using a statistical optimization process.
6. A method as in claim 1 wherein, in the instance that more than one match has occurred, an arbitration process is employed to select the most preferred template.
7. A method as in claim 1 where said image source is identified by templates designed to have structure with at least one of: predefined edge slope, fine lines, or low amplitude periodic structure.
8. A method as in claim 1 wherein an image plane is created that is composed of the identifiers.
9. A method as in claim 1 wherein said outputted identifier is associated with the matching template such that said identifier indicates a classification.
10. A method as in claim 1 wherein a confidence coefficient with each classification is outputted with said coefficient being a function of the looseness interval.
11. A method as in claim 1 wherein said image processing operation is one of either: rendering, data basing, compression, or document recognition.
12. A method as in claim 1 wherein said classification is performed simultaneously on a plurality of image frames using a plurality of pixels from said frames, at least one pixel in each frame to segment motion video into moving foreground objects and stationary background.

1. A method of encoding video data, the method comprising:
generating an encoded video bitstream comprising multiple layers, the encoded video bitstream including one or more sequence parameter sets and a video parameter set; and
generating, according to a constraint, one or more representation format parameters for a sequence parameter set assigned to a base layer of the encoded video bitstream, the constraint limiting values of the one or more representation format parameters in the sequence parameter set to be less than or equal to values of corresponding representation format parameters that are assigned to the base layer in the video parameter set.
2. The method of claim 1, wherein the one or more representation format parameters include one or more of resolution, bit depth, picture width, or color format.
3. The method of claim 1, wherein the representation format parameters signaled in the video parameter set are used for session negotiation with one or more decoders.
4. The method of claim 1, further comprising updating the one or more sequence parameter sets according to the constraint.
5. The method of claim 1, wherein the one or more representation format parameters in the sequence parameter set are signaled in one or more high efficiency video coding syntax elements.
6. An apparatus comprising:
a memory configured to store video data; and
a processor configured to:
generate, from the video data, an encoded video bitstream comprising multiple layers, the encoded video bitstream including one or more sequence parameter sets and a video parameter set; and
generate, according to a constraint, one or more representation format parameters for a sequence parameter set assigned to a base layer of the encoded video bitstream, the constraint limiting values of the one or more representation format parameters in the sequence parameter set to be less than or equal to values of corresponding representation format parameters that are assigned to the base layer in the video parameter set.
7. The apparatus of claim 6, wherein the one or more representation format parameters include one or more of resolution, bit depth, picture width, or color format.
8. The apparatus of claim 6, wherein the representation format parameters signaled in the video parameter set are used for session negotiation with one or more decoders.
9. The apparatus of claim 6, wherein the processor is further configured to update the one or more sequence parameter sets according to the constraint.
10. The apparatus of claim 6, wherein the one or more representation format parameters in the sequence parameter set are signaled in one or more high efficiency video coding syntax elements.
11. A computer readable medium having stored thereon instructions that when executed by a processor perform a method, including:
generating an encoded video bitstream comprising multiple layers, the encoded video bitstream including one or more sequence parameter sets and a video parameter set; and
generating, according to a constraint, one or more representation format parameters for a sequence parameter set assigned to a base layer of the encoded video bitstream, the constraint limiting values of the one or more representation format parameters in the sequence parameter set to be less than or equal to values of corresponding representation format parameters that are assigned to the base layer in the video parameter set.
12. The computer readable medium of claim 11, wherein the one or more representation format parameters include one or more of resolution, bit depth, picture width, or color format.
13. The computer readable medium of claim 11, wherein the representation format parameters signaled in the video parameter set are used for session negotiation with one or more decoders.
14. The computer readable medium of claim 11, further comprising updating the one or more sequence parameter sets according to the constraint.
15. The computer readable medium of claim 11, wherein the one or more representation format parameters in the sequence parameter set are signaled in one or more high efficiency video coding syntax elements.
16. An apparatus comprising:
means for generating an encoded video bitstream comprising multiple layers, the encoded video bitstream including one or more sequence parameter sets and a video parameter set; and
means for generating, according to a constraint, one or more representation format parameters for a sequence parameter set assigned to a base layer of the encoded video bitstream, the constraint limiting values of the one or more representation format parameters in the sequence parameter set to be less than or equal to values of corresponding representation format parameters that are assigned to the base layer in the video parameter set.
17. The apparatus of claim 16, wherein the one or more representation format parameters include one or more of resolution, bit depth, picture width, or color format.
18. The apparatus of claim 16, wherein the representation format parameters signaled in the video parameter set are used for session negotiation with one or more decoders.
19. The apparatus of claim 16, further comprising updating the one or more sequence parameter sets according to the constraint.
20. The apparatus of claim 16, wherein the one or more representation format parameters in the sequence parameter set are signaled in one or more high efficiency video coding syntax elements.
