1. A method for transmitting control information from a base station of a wireless communication system, the method comprising:
transmitting, to a terminal, information associated with a number of Control Channel Elements (CCEs) included in control channels;
determining a set of control channel candidates based on an IDentifier (ID) of the terminal and the information associated with the number of CCEs;
selecting at least one control channel candidate from among the set of control channel candidates; and
transmitting the control information to the terminal through the selected at least one control channel candidate.
2. The method of claim 1, further comprising the step of:
transmitting, to the terminal, information associated with a number of Orthogonal Frequency Division Multiplexing (OFDM) symbols carrying the control channels.
3. The method of claim 2, wherein the information associated with the number of CCEs or the information associated with the number of OFDM symbols is included in information that is periodically transmitted to the terminal.
4. The method of claim 1, wherein each control channel candidate includes one, two, four, or eight CCEs.
5. The method of claim 1, wherein the set of control channel candidates includes a plurality of subsets, and
wherein each of the control channel candidates in a subset includes a same number of CCEs.
6. The method of claim 5, wherein the number of CCEs in each of the control channel candidates in one subset is different from that of another subset.
7. The method of claim 1, wherein the set of control channel candidates is determined using upper layer signaling information for the terminal.
8. The method of claim 1, wherein the set of control channel candidates is determined using a random number generation function that defines the terminal ID as a variable.
9. The method of claim 8, wherein the random number generation function utilizes transmission time information of a subframe.
10. The method of claim 1, wherein the number of CCEs varies according to a channel environment.
11. A method for receiving control information in a terminal of a wireless communication system, the method comprising:
receiving, from a base station, information associated with a number of Control Channel Elements (CCEs) included in control channels;
determining a set of control channel candidates based on an IDentifier (ID) of the terminal and the information associated with the number of CCEs; and
monitoring at least one control channel candidate belonging to the set of control channel candidates to receive the control information.
12. The method of claim 11, further comprising the step of:
receiving, from the base station, information associated with a number of Orthogonal Frequency Division Multiplexing (OFDM) symbols carrying the control channels.
13. The method of claim 12, wherein the information associated with the number of CCEs or the information associated with the number of OFDM symbols is included in information that is periodically transmitted from the base station.
14. The method of claim 11, each control channel candidate includes one, two, four, or eight CCEs.
15. The method of claim 11, wherein the set of control channel candidates includes a plurality of subsets, and
wherein each of the control channel candidates in a subset includes a same number of CCEs.
16. The method of claim 15, wherein the number of CCEs in each of the control channel candidates in one subset is different from that of another subset.
17. The method of claim 11, wherein the set of control channel candidates is determined using upper layer signaling information for the terminal.
18. The method of claim 11, wherein the set of control channel candidates is determined using a random number generation function that defines the terminal ID as a variable.
19. The method of claim 18, wherein the random number generation function utilizes transmission time information of a subframe.
20. The method of claim 11, wherein the number of CCEs varies according to a channel environment.
21. An apparatus for transmitting control information from a base station of a wireless communication system, the apparatus comprising:
a scheduler that determines information associated with a number of Control Channel Elements (CCEs) included in control channels, determines a set of control channel candidates based on an IDentifier (ID) of the terminal and the information associated with the number of CCEs, and selects at least one control channel candidate from among the set of control channel candidates; and
a transmission unit that transmits the control information to the terminal through the selected at least one control channel candidate.
22. The apparatus of claim 21, wherein the scheduler determines information associated with a number of Orthogonal Frequency Division Multiplexing (OFDM) symbols carrying the control channels.
23. The apparatus of claim 22, wherein the information associated with the number of CCEs or the information associated with the number of OFDM symbols is included in information that is periodically transmitted to the terminal.
24. The apparatus of claim 21, wherein each control channel candidate includes one, two, four, or eight CCEs.
25. The apparatus of claim 21, wherein the set of control channel candidates includes a plurality of subsets, and
wherein each of the control channel candidates in a subset includes a same number of CCEs.
26. The apparatus of claim 25, wherein the number of CCEs in each of the control channel candidates in one subset is different from that of another subset.
27. The apparatus of claim 21, wherein the set of control channel candidates is determined using upper layer signaling information for the terminal.
28. The apparatus of claim 21, wherein the set of control channel candidates is determined using a random number generation function that defines the terminal ID as a variable.
29. The apparatus of claim 28, wherein the random number generation function utilizes transmission time information of a subframe.
30. The apparatus of claim 21, wherein the number of CCEs varies according to a channel environment.
31. An apparatus for receiving control information in a terminal of a wireless communication system, the apparatus comprising:
a set determiner that determines a set of control channel candidates based on an IDentifier (ID) of the terminal and information associated with a number of Control Channel Elements (CCEs); and
a reception unit that receives the information associated with the number of CCEs included in control channels from a base station and that receives control information by decoding at least one control channel candidate belonging to the set of control channel candidates.
32. The apparatus of claim 31, wherein the reception unit receives information associated with a number of Orthogonal Frequency Division Multiplexing (OFDM) symbols carrying the control channels from the base station.
33. The apparatus of claim 32, wherein the information associated with the number of CCEs or the information associated with the number of OFDM symbols is included in information that is periodically transmitted from the base station.
34. The apparatus of claim 31, wherein each control channel candidate includes one, two, four, or eight CCEs.
35. The apparatus of claim 31, wherein the set of control channel candidates includes a plurality of subsets, and
wherein each of the control channel candidates in a subset includes a same number of CCEs.
36. The apparatus of claim 35, wherein the number of CCEs in each of the control channel candidates in one subset is different from that of another subset.
37. The apparatus of claim 31, wherein the set of control channel candidates is determined using upper layer signaling information for the terminal.
38. The apparatus of claim 31, wherein the set of control channel candidates is determined using a random number generation function that defines the terminal ID as a variable.

1. A method operable on a computer for assembling communications for distribution to subscribers, comprising the steps of:
establishing at least one level one administrator with the authorizations to
establish a plurality of level two administrators,
establish a plurality of level one content items, and
identify from the plurality of level one content items distributed level one content items for distribution to level two administrators;
establishing, by the one level one administrator, at least one level two administrator, with the authorizations to
establish a group of level two subscribers,
establish a plurality of level two content items, and
select from the plurality of level two content items and the distributed level one content items to assemble a communication for distribution to the level two subscribers; and
assembling a communication, including editing, positioning and previewing the selected content items, for distribution to the level two subscribers.
2. The method of claim 1 wherein the level one administrator is further authorized to perform the steps of:
establish a group of level one subscribers;
select from the plurality of level one content items to assemble a communication for distribution to the level one subscribers.
3. The method of claim 1 wherein the level one administrator is further authorized to perform the step of establishing a plurality of other level one administrators.
4. The method of claim 1 wherein the authorization to establish a group of level two subscribers includes the authorizations to add new subscribers, delete old subscribers and update subscriber information.
5. The method of claim 1 wherein each of the authorizations of establishing a plurality of level one content items and establishing a plurality of level two content items includes the corresponding authorizations to add new content items and edit existing content items.
6. A method in accordance with claim 1 and further comprising the step of establishing a super administrator having the authorization to establish a plurality of level one administrators.
7. A system for assembling communications for distribution to subscribers, comprising:
a processor; and
a memory operatively connected to the processor and storing instructions to control the operation of the processor to perform the steps of
establish at least one level one administrator with the authorizations to
establish a plurality of level two administrators,
establish a plurality of level one content items, and
identify from the plurality of level one content items distributed level one content items for distribution to level two administrators;
establish, by the one level one administrator, at least one level two administrator, with the authorizations to
establish a group of level two subscribers,
establish a plurality of level two content items, and
select from the plurality of level two content items and the distributed level one content items to assemble a communication for distribution to the level two subscribers; and
assemble a communication, including editing, positioning and previewing the selected content items, for distribution to the level two subscribers.
