1. A computer-readable medium storing computer-executable components, comprising:
a guardian component configured to receive, from an authoritative entity, conditions upon which a potential transaction for a deferring entity may be authorized; and
a transactional component configured to:
receive, from a transacting entity, a request for authorization for an actual transaction with the deferring entity,
transmit, to the transacting entity, a determination as to whether the request for authorization for the actual transaction is acceptable when the stored conditions indicate that the actual transaction should be approved or denied,
transmit, to the transacting entity, a determination that more information is required for authorization for the actual transaction when the stored conditions do not indicate that the actual transaction should be approved or denied, and
transmit, to the authorizing entity, a request from the transacting entity for a real-time consultation to determine whether the actual transaction should be approved or denied when more information is required.
2. The computer-readable medium of claim 1, wherein the computer-executable components are executed in a hosted instance of an application.
3. The computer-readable medium of claim 1, wherein the computer-readable medium is hosted on a server.
4. The computer-readable medium of claim 1, wherein, upon receiving the request for authorization for the actual transaction, the transactional component is further configured to relay the request to a device controlled by the authoritative entity and to receive the determination from the authoritative entity.
5. The computer-readable medium of claim 1, wherein the potential transaction includes a credit or debit card transaction, and wherein the conditions upon which the potential transaction for the deferring entity may be authorized include a currency limit for the credit card transaction.
6. The computer-readable medium of claim 1, wherein the potential transaction includes a credit card transaction, and wherein the conditions upon which the potential transaction for the deferring entity may be authorized include an object of the credit card transaction.
7. The computer-readable medium of claim 1, wherein the potential transaction includes a telephone call, and wherein the conditions upon which the potential transaction for the deferring entity may be authorized include at least one of a time limit or a currency limit for the telephone call.
8. The computer-readable medium of claim 1, wherein the potential transaction includes at least one of internet browsing and real-time media access.
9. The computer-readable medium of claim 1, wherein the conditions upon which the potential transaction for the deferring entity may be authorized includes at least one restriction on location.
10. The computer-readable medium of claim 1, wherein the transacting entity is the deferring entity.
11. The computer-readable medium of claim 1, wherein the conditions include permissive emergency conditions for which the actual transaction may be automatically authorized.
12. A method, comprising:
storing, on a service provider server, restrictive conditions for a type of transaction for a deferring entity;
receiving, from a third party, a request for authorization for an actual transaction that has not been consummated;
determining, on the service provider server, whether the actual transaction may be consummated by comparing terms of the actual transaction, included in the request for authorization, with the restrictive conditions;
transmitting, to the third party, a response to the request for authorization as to whether the actual transaction may be consummated when a result of the determining indicates that the actual transaction should be approved or denied;
transmitting, to the third party, a response to the request for authorization indicating that more information is required for authorization for the actual transaction when the restrictive conditions do not indicate that the actual transaction should be approved or denied; and
receiving, from the third party, a request for a real-time consultation to determine whether the actual transaction should be approved or denied.
13. The method of claim 12, wherein the restrictive conditions include a decision algorithm.
14. The method of claim 12, wherein the service provider includes a credit card company.
15. The method of claim 12, wherein the service provider includes a mobile communication service provider.
16. A computer-readable medium storing computer-executable components, comprising:
a user interface configured to receive input pertaining to conditions of a pending transaction with a third party entity;
a filtering component configured to compare the input to stored rules by which a class of transactions including the pending transaction may be completed; and
a transactional arbiter component configured to authorize the pending transaction when the input compares favorably to the stored rules, to deny the pending transaction when the input compares unfavorably to the stored rules, and to perform a real-time consultation with an authoritative entity to determine whether the actual transaction should be approved or denied when the input indicates that more information is required for authorization for the actual transaction.
17. The computer-readable medium of claim 16, wherein the computer-readable medium is a smart card.
18. The computer-readable medium of claim 16, wherein the computer-executable components are run on a scanner that is communicatively connected to a server corresponding to the third-party entity.
19. The computer-readable medium of claim 16, wherein the computer-executable components are run in a hosted instance of an application on a mobile communication device.
20. The computer-readable medium of claim 16, wherein the computer-executable components are run in a hosted instance of an application on a mobile communication device, and wherein further the transactional arbiter component is further configured to at least temporarily shut down communicative access to the third party entity by the mobile communication device when the input compares unfavorably to the stored rules.
21. The computer-readable medium of claim 16, wherein the computer-executable components further comprise a communication module to submit the conditions of the pending transaction to an authorizing entity, bypassing execution by the filtering component and the transactional arbiter component.

What is claimed is:

1. A display device comprising:
a substrate;
an insulating liquid;
charged color particles dispersed in the insulating liquid;
a first electrode formed on the substrate; and
a second electrode;
wherein the charged color particles migrate between the first electrode and the second electrode by applying a voltage therebetween so that a display is created,
the insulating liquid and the charged color particles are enclosed in transparent containers so as to form microcapsules, and
the microcapsules are aligned and are enclosed in resin fibers composed of the light transmissive resin.
2. A display device according to claim 1,
wherein one line of aligned microcapsules is enclosed in each resin fiber.
3. A display device according to claim 2, wherein the diameter of the resin fiber is approximately equal to the diameter of the microcapsule.
4. A display device according to claim 1, wherein the length of the microcapsule in the direction parallel to the substrate is larger than the length of the microcapsule in the direction perpendicular to the substrate.
5. A display device according to claim 4, wherein the microcapsule has a flat spheroidal shape.
6. A display device according to claim 4, wherein the microcapsule has a semispherical shape.
7. A display device according to claim 1, wherein the resin fibers enclosing the microcapsules therein are aligned on the substrate.
8. A display device according to claim 7, wherein the microcapsules enclosed in each resin fiber show a color of one of yellow, cyan, and magenta.
9. A method for manufacturing an electrophoretic display device including a substrate; an insulating liquid; charged color particles dispersed in the insulating liquid; and a first electrode and a second electrode provided on the substrate for applying a voltage to the insulating liquid; in which the charged color particles migrate between the first electrode and the second electrode by applying a voltage therebetween so that a display is created, the method comprising:
a preparing step of preparing microcapsules comprising the insulating liquid and the charged color particles therein;
a forming step of forming fibers each comprising a light transmissive resin and the microcapsules which are aligned and enclosed in the light transmissive resin; and
a disposing step of disposing the fibers on the substrate provided with at least one of the first electrode and the second electrode.
10. A method for manufacturing an electrophoretic display device, according to claim 9, wherein the forming step is a step of forming the fibers by extruding the microcapsules with the light transmissive resin from a nozzle so that the microcapsules are aligned and enclosed in the light transmissive resin.
11. A method for manufacturing an electrophoretic display device, according to claim 10, wherein the disposing step is a step of disposing fibers, which are extruded from the nozzle and in a semi-cured state, on the substrate by moving the nozzle.
12. A method for manufacturing an electrophoretic display device, according to claim 10, wherein the disposing step is a step of disposing fibers, which are cured and have a predetermined length, on the substrate.
13. A method for manufacturing an electrophoretic display device, according to claim 9, further comprising a step of compressing the microcapsules into a flat shape, and a step of curing the light transmissive resin for forming the fibers which enclose the microcapsules in the flat shape.
14. A method for manufacturing an electrophoretic display device, according to claim 9, further comprising a step of curing the light transmissive resin for forming the fibers which enclose microcapsules in a deformed state by its own weight.
15. A method for manufacturing an electrophoretic display device, according to claim 9, wherein the disposing step is a step of aligning fibers having a plurality of colors on the substrate.
16. Microcapsules for use in an electrophoretic display comprising:
charged color particles;
an insulating liquid in which the charged color particles are dispersed; and
transparent containers each enclosing the charged color particles and the insulating liquid;
wherein the microcapsules in an aligned state are enclosed in a light transmissive resin, and
the light transmissive resin is in the form of a fiber.
